The % originating is the passengers starting their trip at the airport being queried.

In this example, we've asked to see AA's O&D at DEN for the 2Q of 2008.

Less than 30% of AA's DFW-DEN passengers are locally originated at Denver. This is an indication of DEN being a vacation destination for DFW travelers, but also the fact that AA is not a big player in the Denver market.
